Pamela was born and raised in Bismarck, graduating from St. Mary’s Central High School. She began her extensive career in public service with Burleigh County Social Services in 1975, working as a home health aide, administrative assistant in the Public Assistance Unit, and then as an Eligibility Specialist, specializing in Medicaid eligibility.

From 1995 until her retirement in 2007, she worked for the North Dakota Department of Human Services as a Technical Support Specialist. She also gained considerable insight and knowledge regarding individuals with disabilities and residential care settings through her lengthy part-time employment with Pride Inc. and Enable Inc. Additionally, she served as a volunteer coach for Mandan Special Olympics for ten years and was named Coach of the year in 1990. In August of 2010, she brought her knowledge and experiences to LLH where she assists clients in planning for and achieving Medicaid eligibility
